City of Almonte will ask for a loan to face the 14 million by sentences of previous governments
The government team of the City of Almonte (Huelva), led by Rocío Espinosa, will request a loan from the State to meet the cost of more than 14 million euros that the Consistory has to assume due to four judicial sentences against the management of Previous governments and everything “without increasing the fiscal pressure on citizens or reducing public services”.

Thus, the Consistory is going to request a loan to the Spanish State for the amount of 14.37 million euros, for which the government team has developed a series of measures that guarantee the repayment of that loan at a “very low interest rate”. in a period of ten years without this implying “neither an increase in the tax burden for the citizens of Almonte nor a reduction in public services”, they affect.
As reported by the local body in a statement, for the second time in this term, the government team “has to face court judgments arising from past legislatures.”
Specifically, in 2015, just at the beginning of the mandate, the Consistory assumed 23 million euros, which are now added four new court judgments derived from other complaints filed by private companies by the management of previous governments, which have been recently issued and forcing the City of Almonte to face a payment of more than 14 million euros, which increase “the debt inherited from the Consistory of Almonte”.
Thus, the largest amount occurs as a result of the complaint filed by a bank with which the previous PP government team formalized a policy in 2012 that in the same year stopped paying, which has generated “a debt of 6 , 7 million euros, of which more than half, 3.54, correspond to interest “.
To this we must add a new debt of 4.18 million euros with Urbaser, the company that was responsible for the collection of solid urban waste and road cleaning, which the City Council had, when the current government team, ” about five million euros. “
They have also indicated that “the third most important amount that the Consistory has to face by a court ruling is 3.29 million euros, an amount that the City has to pay for the purchase of the golf course made in 2012 and that, as a result of the complaint filed by the PP against that acquisition, has increased by 1.32 million euros in interest.
Finally, the Consistory is forced to pay another 194,663.32 euros for the works of urbanization of a polygon in the area of the Fuentezuelas made at the end of the 2011-2015 term and that the subsequent government of the PP “paralyzed and never paid “

Given this, the measures included by the government team, which constitute an update of the Municipal Adjustment Plan that was carried out in 2015, consist, on the one hand, of a series of savings derived from new service contracts, such as the supply contract. of electricity for public lighting and municipal buildings or for the collection of solid urban waste, which “do not entail any reduction in the service”.
To this we must add the savings generated with respect to the last known settlement, that of 2017, which will amount to more than 335,000 euros in 2018 and more than 515,000 in 2019 and following years, as well as new savings derived from the public tender of those supplies that are repeated on a regular basis and request several offers for minor contracts, as has been done in recent years.
These measures must be added to other measures, such as the signing of an agreement with the Tax Management Service of Huelva for the delegation of the inspection of the Economic Activities Tax, which affects companies that invoice more than one million people. euros, in order to correct possible incidents.
Finally, the proposal of the government team includes the approval, in the plenary session of October, of a new ordinance for the ordination and imposition of the rate for private use of the public domain of companies that transport electric energy, gas, water and hydrocarbons.
For the deputy mayor of Economy and Finance, Francisco Manuel Toro, the measures “focus, on the one hand, on reducing costs through the bidding documents, and on the other hand, on combating fraud in local taxes, focusing on the big companies, those that invoice more than one million euros and those big companies of electricity, gas, water and hydrocarbons “.
